Well, Ive got the browser typed into obs properly as it shows up. However, it stays at 0. My watch doesn't show a reading.

If your watch does not show your heart rate within our App - the App does not have the necessary allowance to do so - you should check again all the Apple health Settings.
-> Settings -> Health -> Data&Devices - HypeRate- if all Apple health settings are on green
